20 American Traffic Safety Services Association GOVERNMENT RELATIONS The roadway safety industry remains vigilant on legislation at all levels of government. Nationally, there is a great need to find a long-term solution for adequate transportation funding, and there also is much to be done at the state level in regards to ensuring the safety of roadway workers. Currently ATSSA is tracking a about 100 state bills in all 50 state legislatures. Of about 100 bills, approximately 36 bills have been introduced, 20 are in assembly and 21 have been enacted. The remainder are either still pending or have died. Some trends within enacted and pending legislation include automated speed enforcement systems in work zones; penalties or charges related to violations or crimes committed in work zones; and a continual theme of increasing state gasoline taxes to help make up for road construction and maintenance funding shortfalls. In Pennsylvania, SB 172 would establish an automated speed enforcement systems program in active work zone areas under the jurisdiction of the Pennsylvania Turnpike Commission. In an effort to help move the needle on SB 172 , the Pennsylvania- ATSSA Chapter sent a letter in support of SB 172 to the chair, vice chair, and ranking member of the Pennsylvania House Transportation Committee, where the bill currently is being considered. Another bill dealing with automated speed enforcement in work zones, A 5082 , is currently in the New Jersey state Assembly’s Transportation and Independent Authorities Committee. The bill would establish a pilot program for the speed enforcement program.
