American Traffic Safety Services Association 22 Events The California Department of Transportation honored the 189 highway workers killed since 1921 by placing 189 orange cones in the shape of a diamond to represent a highway caution sign. A black cone in the center represents all of the lives lost including Caltrans employees, contractors, and California Highway Patrol Officers.
